The Republican Pedagogical Meeting of Educators was held in Astana


On August 17-18, 2016 in Astana, the Republican August pedagogical meeting of educators on the topic “Білімді ел – Мәңгі ел” took place, where were about 1700 people – deputies of the Parliament, rectors of national and state universities, deputy akims for social issues, heads departments of education from all regions of Kazakhstan, heads of city and district departments of education and other educators.

More than sixty educators, including the Pavlodar State Pedagogical Institute – the acting rector, Professor Altynbek Nukhuly, represented Pavlodar region.

The Minister of Education and Science of the Republic of Kazakhstan Erlan Kenzhegalievich Sagadiev opened the plenary session in the Palace of Independence. The Deputy Premier of the Republic of Kazakhstan, Dariga Nursultanovna Nazarbaeva, addressed the participants of the meeting with salutation, touching upon the issues that concern the society in her speech. This is an increase in the status and prestige of the teacherэs profession, the provision of decent wages, the need to expand government-business interaction, the quality of textbooks and curricula, the problems of orphans. The reports were also presented by the Deputy Chairman of the Majilis of the Parliament of the Republic of Kazakhstan Vladimir Karpovich Bozhko, the President of the National Academy of Sciences of the Republic of Kazakhstan, the academician Murat Zhurinovich Zhurinov and others.

A report on the theme “The scientific paradigm of training teachers: approaches and conditions for the implementation of training” was presented by the acting rector of PSPI, Professor Altynbek Nukhuly.

In the report was said that since 2015 pedagogical universities are training teachers in view of updating the content and transition to 12-year education. Training in three languages ​​is presented in a new format – in the Pavlodar State Pedagogical Institute lecturers who have passed language internships in the universities of Great Britain and Sweden conduct lectures in English on the subjects of the natural-mathematical direction. To improve the language competence of the faculty of universities, the Ministry will organize language courses with the issuance of an international certificate of the University of Cambridge.

This year, a special examination was approved for those entering the pedagogical specialties, aimed at forming a quality contingent. In addition, it is planned to modernize the Classifier of specialties of higher and postgraduate education in accordance with the UNESCO International Standard Classification of Education 2013. This will enable higher education institutions to develop competitive educational programs for enlarged areas of training. Thus, a model of the teacher with new requirements to the level of qualification will be formed. These requirements will be reflected in the uniform professional standard of the teacher, taking into account the various career stages of his professional activity. In this direction, the Ministry of Education and Science developed the concept of the teacher’s professional standard. This will help improve the quality of training and improve the employment of graduates with a focus on the passing of a national qualification test conducted by the professional community. At the same time, the principles and mechanisms “in” the profession and assigning pedagogical qualifications in the conditions of the system of independent professional certification will be worked out.

At the end of his speech, Altynbek Nukhuly expressed his hope that the Ministry of Education and Science sets the new ideas, new tasks in the implementation of the state policy in the field of education, will find a consistent and worthy incarnation in every pedagogical collective of the country and will give a new impetus to the development of innovative processes.

The audience received the report with interest and approval, in particular, the President of the National Academy of Sciences of the Republic of Kazakhstan, academician Murat Zhurinovich Zhurinov thanked Altynbek Nukhuly for his informative speech.

The August meetings are traditionally the widest and most open dialogue platform for discussing education issues and gather professionals who are not indifferent to the development of the industry. The Ministry of Education and Science has done a great job to prepare a meaningful and interesting program on this year. A whole series of panel sessions was organized. Discussions were informal, open and useful for the cause. Priority areas of education were discussed at sectional sessions.
